Bus Operations Program Manager

Transportation Division - Close Date: Open Until Filled

Scope of Position:
Directs, manages and coordinates the activities and operation of the Sound Transit Express Bus service, a contracted service operation within the Operations Department. This position reports directly to the Deputy Director of the department and is responsible for coordinating all facets of the operations and maintenance function with Sound Transit Express Bus service providers. This position assumes direct responsibility for management of the contracts including performance monitoring and negotiation of terms and conditions. The program manager is an integral part of the communication and decision-making for the department to include direct coordination of service related interruptions for ST Express Bus, coverage of Sounder Commuter Rail service interruptions and emergency response situations. This position has responsibility for purchased transportation accounts of approximately $78 million.

ESSENTIAL FUNCTIONS

1. Coordinate ST Express Bus program with ST Capital Projects, Facilities Maintenance, and Security Departments to ensure safe and dependable sevice.
2. Assume management responsibility for the services and activities of the Bus Partner Program within the department that include a series of inter-related projects or functional areas of significant depth and complexity.
3. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the Program area; recommend and administer policies and procedures.
4. Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
5. Direct Program consultants and contractors in the administration and implementation of projects and/or project/program phases such as design, permitting, procurement, and construction; ensure that phases of the Program are completed within the scope, schedule, and budget for the Program and that all objectives are successfully met.
6. Assume responsibility for staff and general administration support and application of Agency policies for contracting, W/M/DBE, EEO/AA, accounting, and other related matters.
7. Oversee and participate in the development and administration of the Program’s annual budget; including negotiation of rates with Sound Transit’s bus partners, participate in the forecast of funds needed for staffing, equipment, materials, and supplies; ensure that Program, and where applicable individual project(s), expenditures and cost estimates are adequately documented and monitored throughout the Program area and to their completion; review and approve Program expenditures; implement adjustments.
8. Provide responsible staff assistance to the assigned Department Head (Director/Chief Officer); conduct a variety of organizational studies, investigations, and operational studies; summarize and analyze program issues and provide recommendations to the Director on strategies to resolve these issues; recommend modifications to functional areas, policies, and procedures as appropriate; conduct follow-up to ensure that the issues have been resolved.
9. Perform related duties as required.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
Knowledge of:
• Transit operational characteristics, services, and activities of assigned Program area.
• Principles and practices of program development and administration.
• Professional and/or technical expert knowledge of business/industry principles and practices for the area of responsibility.
• Advanced project management techniques and principles.
• Pertinent federal, state, and local laws, codes, and regulations.

Education/Training:

A Bachelor’s degree from an accredited college or university with major course work in a field or discipline related to the assigned Program. An advanced degree is preferred.

Experience
Eight years of increasingly responsible public transit-related experience including four years of project management, administrative, and supervisory responsibility. Experience in rail, transit and/or transportation planning, design, or construction work is required. Specialized experience related to area of assignment is preferred.
