Scope of Position

Project Cost Estimator serves as the technical staff for critical project control functions and requires a broad technical knowledge of project controls including cost estimating and risk analysis. The Project Cost Estimator is responsible for the preparation and evaluation/analysis of detailed cost estimates for the design and construction of Link Light Rail Projects.

This position works in the Sound Transit headquarters in the Link Light Rail Department and reports directly to the Senior Project Control Division Manager. The Project Cost Estimator may lead the activities of other staff in the Project Control Division, provide training and coordinate the work of consultants. This position does not have staff reporting directly to it.

Responsibilities will include:
The following reflects a representation of essential functions and duties; it does not prescribe or restrict the tasks that may be assigned.
• Preparation of detailed cost estimates at different stages of project design completion for construction of large-scale transit projects, including; total project estimate compilation, cost estimate presentation/reporting, back-up documentation, assumption and basis of the estimates.
• Preparation of estimates and cost impact analysis related to the project/contract potential and/or directed change orders for comparison with cost trending analysis, tracking’ and recommendation of pricing thresholds to the project team and senior management.
• Preparation of cost estimates for funding agreements and conversion of cost estimates to required FTA formats (SCC) for funding/grant request submittals
• Assist in the development of project risk assessment, conduct construction risk analysis and risk mitigation.
• Assist the Project Controls Manager with monthly forecast ‘Estimate to Complete' (ETC) report by providing remaining quantity/estimates/assessments and current market rate/trend analysis data.
• Development of cost estimate database based on historical data, continually maintaining database based on current market prices.
• Development and implementation of standards for the preparation of cost (check) estimates (independent cost estimates) for change order/contract amendment negotiations.
• Supervision of cost estimating professionals and consultant support staff.

Qualifications:
• Advanced knowledge of construction cost estimating principles. Knowledge of construction project scope documents, design drawings and design specifications related to Light Rail projects. Experience in cost control and estimating database programs including establishing control baselines and maintaining system with estimating and cost data. Must be computer literate with excellent skills in Primavera scheduling software, HCSS estimating software, and risk modeling/simulation.
• Knowledge of (Light Rail) infrastructure construction methodologies and resource/crew requirements required.
• Demonstrated ability in preparing total cost estimates for major projects, including Light Rail.
• Demonstrated ability to analyze and resolve (quantity) conflicts between scope of works documents, design drawings and design specifications.
• Ability to communicate effectively, orally and in writing, including technical report
• Writing and presentations of cost estimates/analysis to senior management.
• Ability to establish and maintain cooperative relationships with all levels of management.
• Ability to work with diverse work groups and individuals.

Education and Experience
Related experience may substitute for education on a year for year basis.
• A Bachelor’s degree in Engineering, Construction Management, Architecture or related field.
• 5 + years experience in project cost estimating on major public capital project, prefer estimating experience in major light rail projects.

License or Certificate
• Possession of a CCE/CCC and/or CEP from AACEI is desirable.
