Scope of Position
The Rail Maintenance Oversight Manager performs in a lead role in the Link Light Rail Operations and Maintenance Division within the Transportation Services Department and is considered fully functional in all aspects of light rail maintenance. This position is responsible for managing the communication and coordination of work activities among Sound Transit staff/consultant design engineers, local jurisdictions and other transit agency staff, contracted operators and affected community and business groups during the planning, design and implementation of projects that support service delivery related to the maintenance of a light rail system.
Essential Functions and Duties The following reflects a representation of essential functions. It does not prescribe or restrict the tasks that may be assigned as needed.
• Responsibilities will range from defining scopes and schedules to implementation including project design and resource planning. Capital projects will also include construction and operation. • Responsible for development of maintenance plans, procedures, and related tasks for maintenance requirements of a light rail system which includes: right-of-way, traction electrification, signals, track work, communications, maintenance facilities, staffing plans and other duties as assigned. • Responsible for review of design submittals, procurement documents, installation and construction interfaces with other systems such as civil and systems engineering, and fire/life safety elements. • Provides the lead role in system infrastructure preventive maintenance, Quality assurance inspections, post-accident service restoration and all maintenance activities and audits. • This position will represent the Operations & Maintenance Division at meetings. • Direct staff, consultants and contractors in the administration and implementation of the design ensuring adherence to quality, budget and schedules. • May also work independently or as a team member on complex problems or projects where analysis of situations or data require an evaluation of variables. • Exercise independent judgment in developing methods, techniques and processes for evaluating and/or obtaining project results.

• Experience must demonstrate the ability to manage a complex project, analyze complex policy issues and work with the community and elected officials at all levels of government. • Demonstrated ability to lead and motivate teams/individuals including experience in partnering and negotiation. • Experience in light or heavy mass rail transit, design or construction work is required. Industry certification in project management skills highly desirable. • Knowledge of methods, equipment and safety procedures utilized in rail operations and vehicle maintenance required. • Must be an expert in one or more of the following areas: rail transit operating characteristics and requirements, rail safety requirements in design, construction, maintenance and operation needs and practices. • Must have knowledge of one or more of the following areas: vehicle design, traction electrification, signals, communication and computer systems, electrical and mechanical equipment for light or heavy rail systems including stations and tunnels. • Industry experience with heavy equipment, rail systems or fleet warranty administration. • Governmental budget experience is highly desirable.
Education and Experience Related experience may substitute for education on a year for year basis.
• A Bachelor’s degree in planning, engineering or related field (Related experience may substitute for education.) • Five + years related experience in either light or heavy rail transit and demonstrated project management and/or management experience equivalent to scope of assigned projects.
Physical: • Work is performed both in an office and in a field environment under pressure and requires the ability to quickly adjust to changing priorities and demands. • Occasional business travel by various modes of private and commercial transportation. • Public speaking and/or information gathering at evening and weekend meetings of public, community and/or government agencies may be required on an occasional basis. • Typical working hours will be during the daytime, but may be required to work, as assigned, during any 24-hour period. • May require frequent lifting objects weighing in excess of 50 pounds. • Will require handling or working within close proximity to moving vehicles. • Will occasionally require working outdoors in all types of weather.
