REVENUE PROGRAM SUPERVISOR

Finance & Information Technology Division - Close Date: Open Until Filled


Scope of Position

Serve as Sound Transit (“Agency”)’s Site Manager and authorized official on the Smart Card (ORCA) project (“Project”). Also facilitate the communications and coordination between the Ticket Vending Machines (“TVM”), the ORCA system, and other fare collection systems internally and regionally. This position will also supervise multiple Treasury staff and oversee the financial management of fare and other operating revenues.
ORCA PROJECT RESPONSIBILITIES
• Lead internal efforts to fulfill Agency’s responsibilities as an individual participating agency and as a regional service provider.
• Chair and/or participate in regional committee meetings to discuss project issues, to evaluate performance of the contractors and regional service providers, to approve project schedule, scope and budget, and to recommend actions to the Joint Board;
• Advise the regional project team on project status, issues, and implications for individual Agency activity;
• Facilitate the coordination between the Agency’s fare collections systems and the regional system;
• Act as Agency’s Contract Administrator. Manage internal Agency resources to meet all contract scope and schedule requirements or negotiate revisions as required;
• Lead the Agency’s efforts to approve and review the implementation, improvement and expansion of the system, and to manage the day to day Project operations;
• Represent Agency’s interest in negotiating with vendors, regional service providers and other participating agencies;
• Provide feedback, propose actions and request resources on behalf of the Agency;
• Develop and monitor Agency’s Project budgets, work schedules and progress reports.
REVENUE SUPERVISION RESPONSIBILITIES
• Oversee the financial management of all fare revenues and other operating revenues;
• Facilitate the coordination among the TVM network,  the ORCA system, and other fare systems;
• Oversees the accuracy and timeliness of the recording, reconciliation and reporting of all revenue transactions;
• Work closely with other divisions in the Agency to resolve issues related to the revenue collections systems;
• Develop policies and procedures for the existing and new revenue collection practices;
• Support the Agency’s efforts in generating new sources of revenues;
• Assist and support the development of fare policies and structures;
• Assist the Treasurer to develop and monitor the divisional budget;
• Train and supervise Treasury revenue and fare system staff.
QUALIFICATIONS AND EXPERIENCE
Ability to:
• Use professional management and/or technical concepts to solve complex problems and manage projects in creative and effective ways.
• Lead interdisciplinary intra-departmental teams in developing project scope and monitoring project progress.
• Analyze and synthesize information in a concise manner and make recommendations on strategies to resolve issues.
• Understand, interpret, and apply policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
• Prepare clear and concise reports.
• Effectively represent the Agency to outside individuals and agencies to accomplish the goals and objectives of the program area.
• Work cooperatively with other departments, Agency officials, and outside agencies.
• Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.
• Work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Work and think independently with minimum supervision
• Demonstrating a positive customer service orientation with both internal and external clients.
• Supervise and train multiple employees.
Experience:
Five years of increasingly responsible experience including three years of experience in:
• Developing and monitoring project budgets, work schedules, and status reports;
• Planning, organizing, and directing the work of project consultants, contractors, and staff;
• Negotiating with vendors and monitoring vendor performance; and
• Implementing new hardware, software, and data communication networks, as related to a project.
• Experience in transit projects or a revenue collection system is preferred.
Education:
A Bachelor’s degree from an accredited college or university with major course work in project management, business administration, or in a related field.
