Senior Internal Auditor

Scope:
The Senior Internal Auditor is a professional level position with significant experience planning, conducting, and reporting internal audits covering a broad range of subjects
Assignments performed at this level impact agency operations and require in-depth knowledge of financial management programs and internal controls.
Essential Functions:
• Perform senior internal audit work according to professional standards, including leading and conducting complex financial, compliance and operational audit work of considerable breadth and difficulty.
• Assess Agency business processes to identify opportunities for: improved efficiency; adequate internal controls; compliance with various federal, state, and local laws and Agency policies and procedures.
• Plan, conduct and document forensic audits and investigations of suspected inappropriate employees or contractor behaviors, including coordination of Sound Transit management, risk management, human resources, local law enforcement and county prosecuting attorneys.
• Plan, conduct and document third party contractor audits, including review of overhead rates, allowable costs, progress payment requests, and participation in resolution and recovery efforts.
• Provide internal consulting and advisory services, including assistance and guidance to Agency management and staff regarding audit, tax and regulatory interpretations, policies and procedures.
• Participate in the planning, implementation and evaluation of the Agency’s program of continuous audit over expenditures.
• Performs audit planning and financial analysis, including agency risk assessment, and provides input to the annual internal audit planning process.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
Knowledge of:
• Advanced knowledge of professional audit standards and audit techniques.
• Risk assessment, benchmarking, program evaluations and other comparisons to determine areas most likely to benefit from auditing procedures.
• Audit planning and audit program development, including performance of research to locate and summarize laws and regulations to determine whether programs are in compliance.

Ability to:

Acting with a significant degree of autonomy, and a without a high degree of supervision, the incumbent in this position must be able to:
• Plan audits, reviews, and other projects.
• Perform assurance services; including financial, performance, compliance, system security, and due diligence engagements.
• Perform audit field work, including system documentation, evaluation, interviews and financial analysis.
• Prepare clear and concise audit reports summarizing scope, methodology, and significant conclusions of audit procedures performed.
• Propose or evaluate corrective measures designed to strengthen internal controls, operational policies and procedures, and other weaknesses identified in audits.
• Plan and organize work, manage multiple tasks, set objectives/goals, and re-prioritize as needed.
• Understand the organization and operation of a complex Agency and intergovernmental agreements with other agencies.
• Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
• Effectively represent the Agency to outside individuals and agencies to accomplish the goals and objectives of the program area.
• Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.
• Work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Apply strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
• Demonstrate a positive customer service orientation with both internal and external clients.
• Apply appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state, and federal agencies

Skill in:
• Applying principles and practices of internal auditing.
• Applying strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
• Using professional and/or technical concepts to perform assigned duties and solve problems.
• Demonstrating a positive customer service orientation with both internal and external clients.
• Developing and presenting oral and written communications for various individuals ranging from Agency employees, the general public, elected officials, and local, state, and federal agencies.
• Testing techniques and sampling methods for conducting audit engagements.
• Using intermediate to advanced spreadsheet, database and word processing applications.

Education/Training:
A Bachelor’s degree from an accredited college or university with major course work in, accounting, auditing, or in a related field.
Experience:
Six years of increasingly responsible auditing experience including planning, performing, and reporting complex audits or projects.
License or Certificate:
Possession of, or ability to obtain, a CPA, CIA, and/or other appropriate certifications.
