Sound Transit/FTA Update - Stride S1 and Tukwila International Boulevard Station (TIBS)
Sound Transit has been awarded funding under the United States Department of Transportation (USDOT) Neighborhood Access and Equity (NAE) Program for the Tukwila International Boulevard Station (TIBS) Bus Rapid Transit Station Project. At the time of award, the NAE Program was administered by the Federal Highway Administration (FHWA), on behalf of USDOT. FHWA completed the environmental reviews for the project in accordance with all applicable environmental laws, including the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and National Historic Preservation Act (NHPA) and issued a categorical exclusion (CE) in accordance with 23 CFR 771.117(c)(26) in August 2024.
The NAE Program funding for the TIBS project is now administered by the Federal Transit Administration (FTA). FTA has reviewed the environmental analysis and compliance documentation prepared by FHWA and pursuant to 40 CFR 1506.3(d), determined the action is substantially the same as that addressed by the FHWA CE and there are no extraordinary circumstances present that require preparation of an environmental assessment or environmental impact statement. With this notice, FTA is adopting the FHWA CE in accordance with 23 CFR 771.118(e).
